The HOMES and HEAR programmes are administered state by state. Eligibility rules, amounts, income thresholds, funding levels, launch dates and application procedures are set by the administering agency in each state and may change at any time without notice. Many states have not launched these programmes, and rebates are generally not paid for work completed before a programme launches. Federal tax credits are subject to change by legislation; the Section 25C and 25D credits expired on 31 December 2025.
